Creating Futures Through Workforce Education

“One day we were the WEI students. We face the challenges that they face, we went through the same things that they go through,” said Workforce Empowerment Initiative (WEI) Director Bianca Davis during Rock Valley College’s WEI Completion Celebration on Friday, May 22, 2026.

WEI graduates were honored on Friday, May 22.

The event honored students who completed workforce training programs designed to prepare individuals for high-demand careers across the region. Students were recognized for completing programs in Certified Nursing Assistant (CNA), Mechatronics, Advanced Welding, Truck Driver Training, and Computer Numeric Control (CNC).

For Davis, the celebration represented more than academic achievement, it reflected the purpose behind the program itself.

“One of the biggest things I learned about the WEI program is that growing up in Chicago, I didn’t have the support of the WEI program,” Davis said. “We had to push ourselves, we had to keep going.”

Now leading the program, Davis said her focus is ensuring students receive the support and guidance needed to succeed.

“To be able to stand here and now run a program that I ensure that we have the policy, the procedure, the structure in this program to be sure that we motivate, we guide, and we help these students move forward,” Davis said. “I don’t think I want to do anything else in the world right now.”

Family members, faculty, staff, and supporters gathered to celebrate the accomplishments of graduates whose dedication and perseverance helped them reach this milestone.

Several students and supporters received special recognition awards during the ceremony:

  • Most Resilient Award — Alida Sena Villanueva (Pharmacy Technician)
  • Most Dedicated Award — Reyna Hinojosa (Mechatronics)
  • Award of Excellence — Jamere York (Advanced Welding)
  • Appreciation Award — Pamela Thompson (College Readiness/Learner Supports)

Student speaker Reyna Hinojosa reflected on the challenges she overcame while completing the Mechatronics program and the support she found through WEI.

“The WEI program and my life coach played a vital role in my success, not just by supporting me financially, but by lifting me up during the moments I felt like I was falling apart,” Hinojosa said. “As I receive my certificate in mechatronics, I know this is not the end, it’s just the beginning. It is proof of every tear, every sacrifice, every sleepless night, and every time I chose to keep going when quitting felt easier.”

The Workforce Empowerment Initiative (WEI) is a transformative grant program funded by the Illinois Community College Board (ICCB). The program expands access to education and career pathways for individuals from underserved and underrepresented communities, helping participants transition into high-skill, high-wage, and in-demand careers.

Through financial assistance, academic support, career coaching, and wraparound services, WEI helps students overcome barriers and achieve their educational and professional goals. The completion celebration highlighted not only academic achievement, but also the life-changing impact workforce education can have on individuals, families, and the broader community.
